Printing 2 different group pix on one sheet

A number of my customers want me to produce a photo book for the teams in their soccer club. The team pictures are matched to the team folder name rather than an individual's name. Right now I'm using Neopack 3.4.2.

This consists to 5 x 7 pictures of each team printed 2 on a page (10 x 7 page) so there's one picture of each team in the book. In other words, if there's 250 teams, there'd be 125 pages with two different teams on each page.

How can I create a template that will do this for me?

    Best way I can think of off the top of my mind is form item sheets.
    2 templates ....

    1: a 5x7 item with labeled holder @folder
    2: 10x7 item sheet with two holes

    Should be as simple as that....
